Chair

LTG (R) Donna Martin is a native of Yorktown, Virginia, and a graduate of Old Dominion University. She graduated with a Bachelor of Science in Criminal Justice, and commissioned a second lieutenant in the Military Police Corps in 1988. LTG Martin  earned a master’s degree in strategic studies from the United States Army War College in Carlisle Barracks, Pennsylvania. 

Prior to her retirement, LTG Martin served as the 67^th Inspector General of the US Army.  LTG Martin’s general officer assignment include:  From March 2015 until June 2017, LTG Martin served as the Deputy Commanding General, United States Army Recruiting Command at Fort Knox, Kentucky. From June 2017 to August 2018, she served as the Chief of the Military Police Corps Regiment and Commandant of the Military Police School. From August 2018 to July 2020, she was promoted to Major General and commanded the Maneuver Support Center of Excellence and Fort Leonard Wood, Missouri.

After command in July 2020, LTG Martin became the eighteenth Provost Marshal General, serving as the principal military advisor to the Secretary of the Army and the Chief of Staff of the Army on policing matters and the fifteenth Commanding General of U.S. Army Criminal Investigation Command, serving as the Department of the Army’s independent criminal investigative authority. 

LTG Martin lives in Williamsburg, Virginia with her husband, Chris.  She is very active in her community. Consecutively, while serving as the Chairperson of the ROCKS, Inc, Martin serves on the wear blue: run to remember board of advisors. LTG and Mr. Martin have two adorable year old yorkies: Frankie and Gracie who make every day exciting!

Vice Chair

Eric Flowers is a credentialed US Army Strategist with over 29 years of commissioned and non-commissioned military service. His experience includes formal training and certification in operational military planning, public administration, law, strategic studies, hybrid teaching, and international studies.

He currently holds a civilian leadership position in a Federal Advisory Committee that advises and provides recommendations to the Secretary of War on ways to improve the warfighting capabilities of the US Military Services’ Reserve Components.  Eric has been on the National Board since March 2014. As Vice Chairman, he primarily performs duties and responsibilities that support the Chairperson and the Board.  His previous positions on the National Board include VP, Membership Development and VP, Finance. Since joining The ROCKS in 2007, he has been a member of five ROCKS chapters, holding leadership positions in four of those five chapters.

Outside of his time with The ROCKS, Eric has created four non-profit organizations- serving as the Executive Director of one of those organizations. He currently serves on one other non-profit board in addition to The ROCKS, Inc.

VP, Civilian Affairs

Proud mother, educator, and military veteran with 25+ years as a ROCKS, Inc. member. Former DoD (Pentagon) senior federal civilian government official. CEO & Founder for On Mission, LLC, a Service-Disabled Veteran Owned Business, providing national security & defense consulting services for U.S. Special Operations Command, and advising corporate boards. 

Served 25 years as an NCO and commissioned officer, primarily in the Military Police Corps. Protected high-risk personnel, e.g., Congressional delegation visits, and coordinated with Special Operations forces and government agencies. Commanded paratroopers from Fort Bragg, NC, providing response to the 9/11 terrorist attack at the Pentagon, and subsequent combat operations in Afghanistan. Served as a Deputy Provost Marshal in Iraq supporting counterterrorism operations (DoS ORA).

Campaigned as a 2020 & 2022 candidate for Florida State Senate and U.S. Congress consecutively during the COVID-19 pandemic. Doctorate of Management (Homeland Security); Colorado Technical University; Masters of Science degree in Public Policy; Georgetown University; adjunct faculty member; Masters of Arts degree in Criminal Justice; Chaminade University of Hawaii; Brookings Institution Executive Education coursework (Washington, D.C.); and Command & Staff College, Quantico, VA.

Vice President, Communications & Publications

LTC Mikhail Jackson is a native of Nacogdoches, Texas. He earned a Bachelor of Arts in Political Science from the University of Texas at Arlington and commissioned into the Quartermaster Corps through the Reserve Officers’ Training Corps (ROTC). He also earned a Master of Science degree from Texas Christian University (TCU).  LTC Jackson’s assignments include serving as a Maintenance Platoon Leader, Supply Support Activity (SSA) Platoon Leader, Battalion S-4, Battalion Assistant S-3, and Company Commander with the 3rd Infantry Division (3ID) and the 115th Brigade Support Battalion (BSB).

He deployed to Iraq in 2009 in support of Operation Iraqi Freedom. Following company command, LTC Jackson attended Army Civilian Schooling and completed his graduate degree at TCU. He later served with III Corps and deployed again as a Battalion S-4 in support of Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR). Upon redeployment, he attended the Command and General Staff College (CGSC). At Joint Base Lewis-McChord (JBLM), LTC Jackson served as the Deputy Brigade S-3 and Executive Officer for the Army Field Support Battalion–JBLM (AFSBn-JBLM). He later served as the Brigade S-4 for DIVARTY at Camp Humphreys, Korea, before returning to JBLM as the Executive Officer to the Commanding General of the 7th Infantry Division.

He subsequently served as the Corps Transportation Officer (CTO) for America’s First Corps. LTC Jackson currently serves as the G4 Supply and Services Chief for America’s First Corps at Joint Base Lewis-McChord, Washington. He is married to Mrs. Norrisa Jackson, and together they have two children, Maliyah and Mikhail II.

Vice President for Corporate Outreach

Quinton W. McCorvey, Sr. is a highly successful executive with over thirty-two years of experience in a wide variety of leadership, human resource, acquisition, program and resource management positions within the Department of Defense (DOD) Planning, Programming, Budgeting and Execution (PPBE) system. Exceptional record of success directing change and leading organizational transformation. Quinton is a ROCKS, Inc. member of over 23 years and has served primarily in the Washington DC Chapter as a general member and as the Treasurer. 

He has a Master of Military Operational Art and Science, Air University, Maxwell Air force Base, AL; Master of Business Administration, Syracuse University, Syracuse NY,  Army Comptroller Program; and a Bachelor of Arts, Finance, Alabama A&M University, Normal, AL. Quinton is actively involved in the Arlington/Alexandria, Virginia community and serves as an Usher at Mount Olive Baptist Church, as well as Scholarship Committee Chairmen for the Bulldog Brigade Military Alumni for Alabama A&M University.

Vice President, Mentorship

Retired Army Veteran of 25 years. She culminated her military career as a public health expert in the Pentagon in the Office of the Secretary Defense (Policy) – Homeland Defense and Global Security, Office of the Chairman of the Joint Chiefs of Staff (Public Health Director) and The Army Staff (Office of the Surgeon General, G – 357, Health and Wellness). 

She held multiple unique positions during her career in the Army, starting as an enlisted Soldier as one of only four Airborne Laboratory Technicians in the 82^nd Airborne Division, the only military officer to serve as an international trainer for DoD Personnel for handling and packaging Medical Infectious Waste, and as a Combat Commander of a Preventive Medicine Unit in Iraq supporting Multi National Division – North.  She served in Korea and Europe, protecting the health of DoD personnel in over 50 Countries.  Kim’s commitment to service has not stopped. 

She now serves as a Bible School Teacher, on the Potomac and Rappahannock Transportation Commission – Board of Commissioners, as the President of her HOA, Financial Secretary and Assistant Advisor for Top Teens of America, Alexandria City Chapter of TLOD, Inc.  and the VP of Mentoring for ROCKS, Inc. and the President of the DC Chapter.  Kim is also a small business owner in the Hospitality and Travel industry.  Finally, her most important responsibility is being a Daughter, Sister, and Tee-Tee to her 6-year-old nephew and 10-year-old niece.

Vice President, ROTC and Scholarships Programs

Mr. Hathorne graduated from the United States Military Academy with a Bachelor of Science degree in Engineering Management and was commissioned as a second lieutenant as an infantry officer and graduated from Ranger School. He has served both as a Rifle Platoon Leader and Scout Platoon Leader.

Following those assignments in Georgia, Hathorne went on to attend the Captains Career Course and assume command and deploy in 2010 to Afghanistan in support of Operation Enduring Freedom. Subsequently, Hathorne attended the Command and General Staff College. Upon graduation he was assigned to Fort Bragg and served as the Operations Officer. He then was assigned to Fort Johnson in Louisiana.

Hathorne is currently serving as the Professor of Military Science for the Marauder Battalion. The Marauder Battalion consists of cadets from Central State University, Wilberforce University, Cedarville University and Wittenberg University.  Hathorne is active in his community joining Omega Psi Phi Fraternity, Incorporated and serving on the National Board of The ROCKS, Inc.

Vice President, Strategic Planning and Execution

Mrs. Johnson Davis is a retired federal senior executive with 35 years of public service at various levels overseas and in the United States with much of that time at the Pentagon, where she built a distinguished career in military personnel policy, installation management, strategic integration, and quality-of-life programs.

Appointed to a senior executive position in 2015, she served as Senior Professional for Strategic Integration (Human Dimension) in the Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs), where she led research, analysis, and integration efforts supporting the Army People Strategy, human capital data initiatives, and risk-informed decision-making. Ms. Johnson Davis was a pioneer in the Army’s Family Programs, helping design and expand services that became essential to supporting military families during periods of significant change and deployment.

As a highly valued voice speaking on behalf of the military and its families, she also made appearances on national news outlets, including CNN and Oprah. Her leadership advanced recognition of family support as a critical force multiplier across the Department of Defense. Earlier in her career, she held positions in the United States and overseas, including Director of Plans/G5 at Installation Management Command, and served in social service, education, and nonprofit leadership roles, mostly recently serving as Chair, Board of Directors, Military Family Advisory Network.  She published numerous articles and monographs.  She holds Masters degrees from the Naval War College and University of Maryland and a Bachelor’s degree, Averett University.

Her executive development includes the Defense Leadership and Management Program and the Senior Executive Fellows Program at Harvard Kennedy School of Government. Her honors include the Department of the Army Distinguished Service Medal, the Career Senior Leader Award, the Women of Color STEM Technology All Star Award, and ROCK of the Year.

Vice President, Professional Development

Ms. Cumbo is a retired federal employee with the Internal Revenue Service (IRS).  She was initially hired September of 2019 as Supervisor for National Security Program. In this capacity, she was responsible for processing all requests for Security Clearances at the Secret and Top-Secret levels. She was instrumental in posturing IRS for implementing the Continuous Vetting (CV) security clearance process replacing the traditional 5 years security clearance systems within the Federal Government.

Her subsequent assignment within IRS was as Benefits and Health Services Branch Manager where she/I had oversight of four (4) major programs: Employee Assistance, Childcare Subsidy, Health Services and Drug Free Workplace Programs).  These programs provided services to all one-hundred thousand plus IRS employees that required these program services.  Prior to entering the federal civil service, she served in the U.S. Army for 27 years in the Military Police Corps. Career assignments included operational assignments and deployments throughout the U.S. and overseas, two assignments at the Pentagon, and Commanding at the company, battalion and brigade levels. 

She holds three master’s degrees in human resource development, Strategic Studies from the Army War College and Public Administration.  She enjoys reading both fiction and non-fiction books and is a sports fan for basketball, pickleball, football and golf.

VP Transitioning Members and Veterans Affairs 

Shelia Howell Flowers is a trailblazer in military service, corporate leadership, and entrepreneurial success. A retired U.S. Army Colonel with over 30 years of distinguished service in the Army Reserve, Shelia simultaneously built a successful civilian career, including more than two decades at Lockheed Martin and a dynamic post-retirement transition into business ownership. Raised on a tobacco farm outside of Robersonville, North Carolina, Shelia’s earliest lessons in perseverance and financial discipline came from her hardworking parents. She carried those values with her to North Carolina A&T State University, where she earned a degree in Business Administration and was commissioned through ROTC. Her military career included strategic roles in national security and high-level defense operations, including assignments under the Office of the Secretary of Defense and direct support to the White House. In 2023, Shelia was inducted into the NC A&T State University Aggie Battalion Hall of Fame.

Beyond the uniform, Shelia cultivated a passion for investing and entrepreneurship. Inspired by a mentor, she entered the real estate industry in 2002, becoming a licensed agent in Georgia and later in Virginia. In 2021, she took the leap into business ownership, acquiring Glory Enterprise, Inc., a Service-Disabled Veteran-Owned Small Business specializing in transportation logistics for the Department of Veterans Affairs. Under her leadership, the company has grown to serve multiple VA Medical Centers across the Southeast, including North Carolina, Virginia, Tennessee, Mississippi and Louisiana reflecting her ability to navigate government contracting, financial planning, and operational oversight with precision and success.

Shelia is also a respected leader and mentor. As a life member of The ROCKS, Inc., (a military mentoring organization), she served five consecutive years as president of its Washington, DC Chapter, where she led a major financial turnaround and expanded mentorship programs for military officers. She currently serves as National Vice President for Transitioning Members and Veterans Affairs. She is also an active member of Alpha Kappa Alpha Sorority, Inc. and Top Ladies of Distinction, Inc. continuing her lifelong commitment to service and empowerment.

In 2025, Shelia was inducted into The Inner Circle of Continental Who’s Who. Shelia’s journey from farm life to financial freedom is a testament to resilience, smart investing, and purposeful leadership. As President and CEO of Glory Enterprise, Inc, in 2026 Shelia was recognized by “Influential Woman 26” amplifying the business achievements and influence of women who lead, innovate and inspire. As a business mentor, Shelia shares her insights with women seeking to build wealth, own their financial journey, and make empowered decisions that align with their purpose.

Historian

Angie Hemingway is a retired U.S. Army Colonel with over 26 years in ROCKS, Inc.  She is the President of ALH – Health & Consulting, LLC and provides coaching, lay counseling, and health consulting. Hemingway is a Life Member of the ROCKS, Inc., and ROCK of the Year, who has served at the chapter level in the Washington DC, Ft Leavenworth, and European Chapter of the ROCKS.  Additionally, she has served as Vice President for Membership of the National Board.  Hemingway is a graduate of the U.S. Army Command and General Staff College graduate and National Defense University. She served in a variety of broad-spectrum assignments in both operational and clinical settings at Walter Reed Army Medical Center, Landstuhl Regional Medical Center, Germany; United States Army Center for Health Promotion and Prevention, Aberdeen Proving Grounds, Maryland; 18th Medical Command, Seoul Korea; Western Region Medical Command and Madigan Army Medical Center.

Additionally, she served as Battalion Commander, 2d Medical Recruiting Command, Fort Gillem, Georgia; Chief of the Joint Warrior Transition Division, J3 - Joint Taskforce CapMed, the Pentagon.  Deputy Commander, Nursing, Chief Clinical Operations-Rear Detachment, 62nd Medical Brigade; Deputy Commander, Nursing, Chief Clinical Operation, 47th CSH, CP Adder, Iraq; Chief Clinical Operations and Chief Nurse, 47th Combat Support Hospital, Joint Base Lewis McChord, Washington and Commander, Rodriguez Army Health Clinic, OTSG, G3-5/7 - Chief, Global Health Division and Deputy Director, System for Health-Deputy Chief of Staff, Public Health (DCS-PH),  Director, Healthy Environment and Lead Nurse & Director, Move to Health, System for Health DCS-PH, Office of the Surgeon General.  COL (Retired) Hemingway is actively involved in her community, serving as a deacon in her church.

She received a Bachelor of Science in Nursing from the University of North Carolina at Greensboro, a Master of Public Health - University of North Carolina-Chapel Hill, Master of Science in National Resource Strategy – National Defense University, Industrial College of the Armed Forces.

Secretary

General Counsel

Carrie is currently a Lecturer on Law at Harvard University Law School. From January 2022 to January 2025, she served as General Counsel of the U.S. Army, a presidentially nominated, senate confirmed position. In this role, she provided strategic legal guidance to Army leadership and led the Army’s legal response to evolving statutory and regulatory frameworks. Ms. Ricci’s prior appointments include a decade of service in the US Department of Agriculture’s Office of the General Counsel, where she served as a senior executive providing advice and counsel as Associate General Counsel for General Law and Research (January-September 2025) and Associate General Counsel for Marketing, Regulatory, and Food Safety Programs (June 2012-December 2021).

She is also a former Assistant General Counsel to the Department of Defense Education Activity and served in the U.S. Army in a variety of senior attorney roles, including Chief of International Law for U.S. Central Command and Deputy Staff Judge Advocate to the Army’s Intelligence and Security Command. She twice deployed to combat zones and retired as a Lieutenant Colonel.  Ms. Ricci holds two Master of Laws (LL.M.), the first in Intellectual Property from the George Washington University Law School, and the second in Military Law from Army JAG School. She earned a Juris Doctor from the University of Maryland School of Law and a Bachelor of Science in Business Administration (Finance and International Management) from Georgetown University. Ms. Ricci’s accomplishments have been recognized with several high-level honors, including the Department of the Army’s Leadership award, the Distinguished Civilian Service Medal, the Judge Advocates Association Distinguished Life Service Award, the League of United Latin American Citizens’ Presidential Medal of Honor, the Hispanic National Bar Association’s Lifetime Achievement Award, and the USDA Outstanding Manager Award. Ms. Ricci is a Fellow of the American Bar Foundation and a Senior Fellow of the Administrative Conference of the United States.

Chaplain

Crockett was commissioned through Tulane University ROTC Program in 1986, and he earned a Bachelor of Science from Southern University in New Orleans. He holds a Master of Science in counseling and psychology from Columbus State University (2005) and a Master of Divinity in Pastoral Care from New Orleans Seminary (1991). He earned his Doctor of Ministry and is a national certified counselor.  Crockett currently serves on active duty as command Chaplain for the U.S. Army Center for Initial Military Training (Training and Doctrine Command, Joint Base Langley-Eustis.  He held a command assignment with the U.S. Army Combat Capabilities Development Command, formerly Research, Development, and Engineering Command. Crockett's combat assignments include a tour in Iraq, Korea, and with Third Army, U.S. Army Central Command, as the Area Support Group-Kuwait Command Chaplain.

He is the son of a Vietnam veteran and has a son who is currently serving and is a veteran of two combat tours. Crockett is actively involved in several national, local, military and veteran community support organizations including Hampton University Ministers (National) Conference, Gold Star Mothers of America (and Families and Survivors), the USO of Hampton Roads and Central Virginia, Master Resilience and Suicide Intervention Community Training and the Veterans' Health Administration National Chaplain Services and on the National Board of The ROCKS, Inc.

Emeritus Member/Parliamentarian

Adams-Ender graduated from North Carolina Agricultural and Technical State University in Greensboro, North Carolina, where she earned her B.S. degree in nursing. Upon graduation, Adams-Ender joined the U.S. Army Nurse Corps as a second lieutenant, received training at Brooke Army Medical Center in Fort Sam Houston, Texas. Adams-Ender was assigned overseas as a staff nurse for the 121st Evacuation hospital in the Pacific theater near North Korea; later serving in Germany and as a medical-surgical nursing instructor at Fort Sam Houston. In 1967, she became the first female officer to receive an Expert Medical Field badge. 

After earning her M.S. degree from the University of Minnesota, Adams-Ender served at Walter Reed Army Medical Center in initially as a medical-surgical nurse instructor, then as an assistant professor After two years as the assistant chief of the Department of Nursing at Fort Meade, Adams-Ender attended U.S. Army Command and General Staff College graduating as the first woman to earn a Master of Military Art and Science degree; achieving another first upon graduation from the U.S. Army War College in 1982— the first African American Nurse Corps officer in the Army to do so. She was promoted to the rank of Brigadier-General and became the Chief of the Army Nurse Corps in 1987. In 1991, Adams-Ender was selected to be Commanding General, Fort Belvoir, Virginia, and served in this capacity as well as that of Deputy Commanding General of the U.S. Military District of Washington until her retirement in 1993. Adams-Ender was known throughout her career for being active in nurse recruiting, initiating nursing units and advocating on behalf of critical care nurses for increased pay.

Adams-Ender received a Distinguished Service Medal with Oak Leaf Cluster, Legion of Merit award, an Arm Commendation Medal, and Meritorious Service Medal with three Oak Leaf Clusters; she also received non-military awards that included the Roy Wilkins Meritorious Service Award of the NAACP, the Gertrude E. Rush Award for Leadership from the National Bar Association, and, in 1996, was named one of the 350 women who changed the world by Working Women magazine.  After retirement, Adams-Ender also served as the President of Caring About People With Enthusiasm (CAPE) Associates, Inc., and published her autobiography, My Rise to the Stars: How a Sharecropper's Daughter Became an Army General.
